Registration in the Finnish Population Center

All Finnish citizens living abroad permanently or temporarily have the duty to inform and update the Register Centres in Finland of all amendments and changes regarding their personal details. These include e.g. children born abroad, marriage, change of name, divorce and change of address. 

Registration of birth

A Finnish citizen born abroad should be registered to the Population Register with the following documents:

The registration form and all the appendices must be delivered by post to the Jakobstad Unit of the Local Register Office of West Finland, PO Box 26, FI-68601 Jakobstad or to the Consular Section, Embassy of Finland in Pretoria.

Each part of the form should be filled in carefully and signed. When a child’s birth is being registered, all dual or multiple nationalities should be entered on the form. Only one mother tongue can be entered in the register system.

The registration is processed at the register office in Finland. All the related enquiries should be send directly to them. In most cases, sending documents directly to the register office will make the processing time quicker.

Registration of marriage or civil partnership

A Finnish citizen married abroad should register the marriage to the Population Register with the following documents:

The registration form and all the appendices must be delivered by post to the Jakobstad Unit of the Local Register Office of West Finland, PO Box 26, FI-68601 Jakobstad or to the Consular Section, Embassy of Finland (or alternatively to the local register office of the municipality where the Finnish spouse was most recently resident in Finland).

Each part of the form should be filled in carefully and signed by both spouses. In case one's surname changes after the marriage, you should inform of this on the same registration form. If one intends to change their surname after civil partnership one should also do an official name change.

The registration is processed at the register office in Finland. All the related enquiries should be send directly to them. In most cases, sending documents directly to the register office will make the processing time quicker.

Registration of death

A Finnish citizen deceased abroad should be registered to the Population Register with the following documents:

  • A fully completed registration form (PDF-form).

  • The original and Apostille legalised death certificate issued by the local authorities. Note! Any certificate of registration issued by the local authorities must be legalised (‘Apostille certificate’). Registration cannot be made in the Finnish Population Register without a legalisation. Certificate does not require a translation.
  • Photocopy of the passport

Change of address

A Finnish citizen living abroad permanently or temporarily must always complete a change of address.

There are several options to do this:
