Regional cooperation

In Finland's Development Policy regional cooperation complements other channels of development assistance. The Southern African region is one of Finland's main partners in regional co-operation. The Ministry for Foreign Affairs of Finland has also an active role as an International Cooperating Partner to regional organizations such as SADC, NEPAD and other.

Regional Programmes

Environment and natural resources

  • Energy and Environment Partnership Programme in Southern and East Africa, EEP-S&EA 2010–2017, 65 million EUR
    EEP Multi-Donor Trust Fund, 2018-ongoing, 28 million EUR (Finland's part is 15 million)
    EEP-S&EA supports renewable energy and energy efficiency projects in 15 Southern and East African countries. More information can be found from the EEP Africa website
  • Forest Sector Education and Training for Green Employment, implemented by UNIDO. Finland’s contribution to the pilot phase (2014-2017) was 100,000 EUR. Current phase (2018-2019) funding is 700,000 EUR.

Science, technology and innovation

  • Southern Africa Innovation Support Programme, SAIS 2010–2014, 6.1 million EUR
    SAIS Phase II, 2017-2021, 8,7 million EUR
    SAIS Programme supports innovation centers in Botswana, Namibia, South Africa, Tanzania, and Zambia. See the programme website
  • The Finnish Southern Africa Partnership Programme to Strengthen NEPAD / SANBio Network BioFISA 2009–2011; 3 million EUR
    BioFISA Phase II, 2015-2019, Phase II 6 million EUR
    BioFISA Programme supports biosciences-related product development and market introduction in the SADC countries. See the SANBio website for more information.

Other regional projects

  • Support to Progress the Trade Facilitation Agenda within the Framework of the World Customs Organization Mercator Programme 2016-2019, 3 million EUR.

  • Support to the African Tax Administration Forum (ATAF) 2017-2020, 800,000 EUR. Finland is promoting African tax authorities’ accountability towards their own citizens through directing tax collections to public services.
